I am not sure if this deliberate or not. The code is designed a "dummy" row to empty folders in fm_list_model but I am not sure whether there is a good reason for this. PCMan and Thunar do not any expanders, while Nautilus also expands empty folders but inserts "Empty Folder" in the blank row.

In FIles, if you look at the properties of the blank row or open it in a new tab then it acts as the root directory of the view (not the empty folder) which is counter-intuitive.

A decision is needed as to whether empty folders should be expandable and, if so, what the appearance and behaviour of the dummy row should be.

I'm not sure there's any benefit to being able to expand empty folders. Not in terms of top targets or exposing a different context menu or anything right? So in my opinion I don't think they should be expandable. Not having an expander arrow would give you more information about the folder
