I know Windows Explorer has this option, but I'm not sure if any file browsers for linux have options for this (at least Nautilus does not have such feature), there's usually a disk/partition management app shipped with the distribution, that can do this. I'm not sure, but I think elementary ships with Gnome Disk Utility (AKA palimpset), that provides graphical UI for formating partitions/disks.
I personally would vote for not adding such feature to Files. Maybe adding "Open with Disk Utility" to the drop-down menu on partitions, if possible? (palimpset can be parametered from the command line to open at certain volume/disk)
