Desktop entries with Type=Link are not opened correctly

Bug Description
Desktop entries (.desktop files) with Type=Link are meant to be used as shortcuts, such as webpages or files in the system.
Clicking in them should give a similar result than "xdg-open {URL}".

When opened from Files, these desktop entries are opened with Scratch.
When added to Slingshot, these desktop entries do not get listed.
When added to Plank, these desktop entries have no effect when launched.
