Revisit various blink::WebSettings options for converged devices

Bug Description

We currently set various options in blink::WebSettings depending on the form factor. These are:

- allowCustomScrollbarInMainFrame is disabled on phones / tablets. We should probably disable this when using overlay scrollbars.
- useWideViewport is enabled on phones / tablets to behave like Chrome/Andorid.
- mainFrameClipsContent is disabled on phones / tablets
- useMobileViewportStyle is enabled on phones / tablets

It looks like blink::WebSettings::useWideViewport defaults to true even when we don't set it.
