Ubuntu's overlay scrollbars hack isn't supported in elementary OS due to its bugs, like this one. They make several GTK3 apps transparent or illegible, even in Ubuntu proper.

This issue doesn't seem to be specific to Elementary; at least very similar ones occur in Ubuntu+Unity too, e.g. #1415964, #1436120.
