Bug Description
G'day!
I a developer that ported Xiphos to use WebKit2GTK+ instead of WebKitGTK+; and I have found that with WebKit2GTK+ there are no overlay scrollbars.
To reproduce, install epiphany-browser, open, and behold no overlay scrollbars. :)
