TransportOptions are not documented

As I was writing up information about the rabbit mandatory flag for the project update presentation, I discovered that we didn't document the TransportOptions class, so users would have to go look at the code to find out what options are available. We probably need to add something to https://docs.openstack.org/oslo.messaging/latest/reference/index.html that covers the TransportOptions class.
