Bug Description
When os-net-config runs ifup on the interfaces, if there is no error, os-net-config assumes that the interface is up. There are circumstances where os-net-config configures the interfaces correctly, but after os-net-config runs one or more the interfaces are not up. This has happened due to race conditions (observed on fiber media where the physical interface took a few seconds to activate), and due to a bug in the network init scripts.
os-net-config should report on interface state after activation, and possibly retry enabling interfaces which are not live.
