Bug Description
The is an odd bug in the Hazus viewer application.
To reproduce the bug:
* Zoom in to the map with two clicks.
* Move the map so that the layer control icon (just under the zoom plus and minus buttons) is on top of an area of the base map the is land.
* Select the PAGER layer and make a selection to render th pei charts.
* Turn off the PAGER layer in the layer control tool
At this point the mouse icon should be the 'open hand' indicating that the map can be panned. But the bug is that the mouse icon on the map is the selection finger.
