M2M support in RPC Broker is inadequate

Bug Description
If M2M is to be supported, two things need further work:
1) START^XWBVLL calls LISTEN^%ZISTCPS, which then calls back to SPAWN^XWBVLL. GT.M's process spawning can not support this kind of device control across processes
2) READ^XWBRL will not detect a dropped connection (GT.M does not set $T=0 on socket read error), and will enter an infinite busy loop.
