Bug Description

Currently using compute.virtualization = qemu does not work as expected. It will not set virt_type = qemu in nova.conf on computes. The reason is that the parameter is only used here: https://github.com/openstack/salt-formula-nova/blob/20d74233b2b0fbd4ebc6e9a7ebfa1b8751bf4676/nova/compute.sls#L116
