Re-converge with Fuel OCF RAs

Earlier this week I discovered that back in 2013, the Fuel project forked some OCF RAs:

Yesterday I crashed the Fuel weekly IRC meeting and raised the idea of merging their work back into this project, and it was received with enthusiasm:

So this bug is a placeholder to try to track (from this project's side) any progress on this re-convergence. The Fuel project may decide to also track it from their side using their own workflows.

First action is for me to mail the mailing list to find out who would like to join a new working group for this, and then to set up the first meeting.
