What is wanted here is really not clear. We already have support for multiple storage backends in Cinder. That is one of the key features.
If the interest here is purely for ephemeral storage, than what needs to be implemented here needs to be documented. It would seem that different Ceph storage clusters could be integrated with different compute nodes for ephemeral storage. Not sure what more is needed here.
