Bug Description
The fullstack/next_* and fullstack/stable_* spec bundles need to include the new charms. See next.yaml in lp:openstack-charm-testing as reference.
This is necessary in order to ensure test coverage of charm upgrades and openstack upgrades of these charms which have previous stable versions.
