Cannot Follow and Verify Placement Install for Ubuntu on Zed

Simplying following the instructions in the Zed Version of Placement for Ubuntu on Ubuntu 22.04 and proceeding to the "Verify" instructions running placement-status upgrade check returns an error:

It seems that there are some missing instructions for a required option somewhere in the install guide.
