Problem when creating a service through command-line: service name is empty

Bug Description
I am following the tutorial to install the Wallaby services on two machines running Ubuntu 20.04. I noticed that when I created the service for glance, the service name was empty. Now I confirmed that there should be a problem with the command-line once the placement service name is also empty:
openstack service list

Both services were created specifying a name ("--name glance" and "--name placement" to the "openstack service create" command).
