centos builds fail on installing python-pip

Bug Description

The loci-requirements:centos image does not enable a repository that contains pip-python. During image builds the loci-requirements:centos image build fails with:

yum install -y python-pip
Loaded plugins: fastestmirror, ovl
Loading mirror speeds from cached hostfile
* base: mirror.raystedman.net
* extras: mirror.oss.ou.edu
* updates: centos.mirror.lstn.net
No package python-pip available.
Error: Nothing to do
