global-requirements comparison has false negatives

After submitting a patch to Anchor, I get the following result:

Interesting bit:

Requirement set([Requirement(package=u'ldap3', location='', specifiers='>=0.9.8.2', markers=u'', comment='')]) does not match openstack/requirements value set([Requirement(package='ldap3', location='', specifiers='>=0.9.8.2', markers='', comment='# LGPLv3')])

I'm assuming the comparison fails because of the comment, which is very silly. Comments should not make an otherwise valid specification fail.
