Bug Description

With IceHouse.1 proposed we ran into an issue with nova-api to neutron-api communications since neutron::server::notifications was not configured in the provider_network_controller*.yaml files

We added the following two entries to make notifications work and ensure metadata services was available where dhcp service was running.
  - "%{network_service}::server::notifications"
  - "%{network_service}::agents::metadata"

It also seemed necessary after Puppet pushed out these changes a manual restart of neutron-server was required for them to take effect. Not sure the behavior here on a clean system but was what we observed today on all of our controller nodes.
