install_os_puppet fails to recognize http proxies properly

Bug Description

OpenStack build server install_os_puppet script doesn't recognize the [http/https/no]_proxy environment variables. Build server install times out and returns following error messages:

E: Some index files failed to download. They have been ignored, or old ones used instead.

the attached are some changes to the script that fixes the proxy recognition. (all changes, suggestions, etc. are between --SW start and --SW end comment strings)
