Bug Description

Tempest sees this error:

File "/usr/lib/python2.7/dist-packages/httplib2/__init__.py", line 760, in init
httplib.HTTPConnection.__init__(self, host, port, strict)
File "/usr/lib/python2.7/httplib.py", line 693, in init
self._set_hostport(host, port)
File "/usr/lib/python2.7/httplib.py", line 721, in _set_hostport
raise InvalidURL("nonnumeric port: '%s'" % host[i+1:])
InvalidURL: nonnumeric port: '9696v2.0'

Which can be resolved by adding a trailing slash on the URL's of the keystone endpoints configured for quantum.
