Bug Description
The cobbler::ubuntu block initiates a wget of the image, but apparently no proxy is supplied to this block.
(It's possible this actually works in the lab as not all outbound HTTP connections are blocked, but it certainly doesn't work in a real proxied environment.)

Could you be a bit more specific as to which file is doing this? E.g. are you talking about the fetch of precise- server- cloudimg- amd64-distk1. img file in puppet- openstack/ templates/ test_nova. sh.erb, or something else?
