We should see if we can trace this back to a network outage in rackspace. It is possible that unbound failed to lookup git.openstack.org against google dns due to an outage of some sort.
I have confirmed that devstack-trusty nodes in rax-dfw are configured to use a local forwarding unbound dns resolver. So this isn't a case of rackspace dns blacklisting the node's IP.
