The PyPI upload slave should be renamed and rebuilt

Bug Description

The pypi.slave.openstack.org server is a "trusted" Jenkins slave used to run statically-defined job scripts (no project-supplied code) to vet and upload release artifacts to external services. Its scope has increased since it was originally named, and would be better called "upload.slave" or "release.slave" or something along those lines. It is also currently running on a legacy Rackspace server and should be rebuilt on Rackspace Nova. These two tasks will likely be easiest if performed at the same time.

Couple of notes here. pypi.slave.openstack.org has been rebuilt as part of the accidentally on purpose slave deletion party. We also have a slave called proposal.slave.openstack.org that does other "trusted" things. We should still consider rebuilding with a new name or possibly use proposal.slave.o.o for everything but that may get us back to overloading slaves too much.
