Have a record of when a 3rd party test was last seen

Bug Description

As more and more projects require some sort of third party testing for drivers to stay in, it would be helpful to have a website that lists when a 3rd party test was last seen in gerrit. This way we can track if a 3rd party tester vanishes and take action accordingly.

This could be done by collecting a list of 3rd party testers and tests and querying gerrits ssh API for when it was last left comments.

the gerrit query would be similar to what we use here: russellbryant.net/openstack-stats/ http://git.openstack.org/cgit/openstack-infra/reviewstats/tree/

Okay, let me drag this along behind me for a while and see what comes of it. I agree we need agregations of data with third party gerrit accounts. Let's discuss at Infra meetup and see if we can have a bit of a plan for this.
