Bug Description
The Infrastructure would be a lot easier to run if we had an orchestration system like Heat doing much of the heavy lifting. Install a heat server (or maybe two will be required) to talk to Rackspace and HPCloud clouds.
This will require a recent heat (use latest master) as a recent patch was merged to heat that allows you to use non keystone admin credentials. This may also require a little tweaking to make work against HPCloud as HPCloud supports additional VM states.
Other prerequisites include using VM images with cloud init and heat cfn tools (though heat cfn tools may be installable during the heat VM bootstrapping steps).
