Bug Description
There was a change that just got in devstack that enable swift by default and as well change the services from just :
swift
in ENABLED_SERVICES to :
s-proxy,
there is compat code to still have just 'swift' in ENABLED_SERVICES but at some point we will need to fix the jenkins so we can drop that support.
