could not find admin user

Hi,
I deployed a charmed openstack-base bundle (Ussuri). After successful deployment, when I try to log in to horizon with an admin account it works fine. But, when I try to run commands from openstack-cli it gives me this error:

The request you have made requires authentication. (HTTP 401) (Request-ID: req-f0e7b629-d728-4c54-994f-9ac04bb8b6f3).

Also, I checked keystone logs. It's giving me these logs:

(keystone.auth.plugins.core): 2021-07-13 02:11:49,383 WARNING Could not find user: admin.
(keystone.server.flask.application): 2021-07-13 02:11:49,400 WARNING Authorization failed. The request you have made requires authentication. from 192.168.1.11.

I don't know why it's giving me this error this time, because I deployed the same two weeks ago, that openstack is working fine,
