Bug Description
The rabbitmq collectd plugin is configured to monitor the following queues on undercloud and controller.

These queues do not seem to exist on OSP 16.
sh-4.4# rabbitmqctl list_queues | grep event
sh-4.4# rabbitmqctl list_queues | grep metering
sh-4.4# rabbitmqctl list_queues | grep notifications
We can monitor a different set of queues for OSP 16. We will have to decide which queues we would like to monitor.
