testing guideline needs information on the variety of HTTP API testing used throughout OpenStack APIs

testing.rst provides nice guidance on how we would like testing to be but leaves as a TODO reporting of current testing styles. Information should be given on existing testing systems, for example the api-samples tests in nova and the ways in which these do or do not meet the goals.
