Bug Description

Please add the following options inside the nova.conf template:

image_cache_manager_interval=0 #default disabled
remove_unused_resized_minimum_age_seconds=3600 #default

Also expose those to the user_variables.yml

    Allow additional nova.conf variables to be set

    Add variables for the following 2 nova.conf vars:
    image_cache_manager_interval (default 0)
    remove_unused_resized_minimum_age_seconds (default 3600)
