Bug Description

Despite setting `nova_qemu_vnc_tls: 0` in user_variables.yml, `vnc_tls` does not get disabled in /etc/libvirt/qemu.conf as expected (according to `templates/qemu.conf.j2`).

The "Set qemu config" task seems to be skipped: https://opendev.org/openstack/openstack-ansible-os_nova/src/branch/master/tasks/drivers/kvm/nova_compute_kvm.yml#L80-L94
