Support changing management network netmask

Bug Description

Currently, changing the management network netmask in openstack_user_config.yml doesn't have any effect on openstack_inventory.json so the change is not propagated to the containers' network config.

Manually updating openstack_inventory.json might work, but It'd be nicer to have a supported way to do this.

It indeed doesn't "recreate" the network, which is leading to unexpected issues.

odyssey4me> perhaps best to add a known issue release note saying 'if you're changing your network config after a deploy, you're in for a bad day - don't do it'
