Bug Description
Though "Crop" could be added as an effect it should be additionally implemented as a project-wide setting, relative to the current video profile (e.g. DV NTSC), displayed within the "Video Preview" area:

Anything outside the "Crop" region (green border) would be omitted when exporting the video.
This should also open-the-door to other visual overlays within the "Video Preview" area, like title-safe regions, etc:

Would this be a croping for the whole video project? Or could it be applied also to just a clip.
For example, I have a clip I want to include in the movie, would I be able to crop that clip and then add it to the movie project? (without croping the whole movie)
