Original Reporter Comments: These are MS Word documents provided by the Belgian government which one needs to fill in when one wants to start their own company.
The layout is very strict because these documents are published publicly.
I'll also attach the PDF-version of the documents (informational).

Here are all the other noticed bugs with the document in comparison to Word 2003 that would need to be split into separate bugs as per upstream:

+ Page 1, light grey box to the right of text Ondernemingsnummer: cannot insert text.
+ Page 1, Ondernemingen is hidden behind the rectangle.
+ Page 1, Luik A: Luik B: Luik C: gradient disappears and replaced by grey background.
+ Page 3, towards top of page, right of text van koophandel van black line disappeared, visible in Word 2003.
+ Page 3, to the right of handelend als drop down box containing text -maak uw keuze - has white text on white background instead of Word 2003's black text on light grey background.

Currently, the cell they are anchored in is vertically centered (table properties-Text flow-Vertical alignment=centered). Change this to "top" in Writer, and those two floating tables will be properly placed.

textbox_anchorToChar.doc: simple unit test

In MSO, the cell vertical alignment doesn't affect the anchored object's placement, but in LO the object shifts as the vertical alignment is changed.

ODT files act the same way, so this is just a fundamental difference between LO and MSO. Not easily resolved - although images/frames FORCE the anchor to the top. However, doing the same with textboxes would cause regressions in ODT. Perhaps a compat setting candidate?

Textboxes - or any content frames - are still not working. A similar fix should enable that.

Wrong diagnosis.

Instead, the problem was related to the fly's location compared to the cell frame. See proposed fix https://gerrit.libreoffice.org/#/c/41821/
