[trunk/7.0] cannot recreate the invoice based on purchase order lines when you delete the draft

Bug Description
Steps:
====
1. create a new PO
2. set Invoicing Control as "Based on Purchase Order Lines"
3. confirm PO
4. create invoice from menu: Purchase --> Invoice Control --> On Purchase Order Lines
5. cancel invoice in draft state
If I try to recreate the invoice based on purchase order lines I cannot cause the PO lines don't appear anymore.

This is not a duplicate of bug 1175599.
Bug 1175599 said PO line is not invoiceable when related invoice is draft.
This bug says that, even if you delete the related invoice, PO line is not invoiceable anymore
