TXC: Jumapi doesn't support the ModifyTable Interface

Bug Description

Jumapi from TXC doesn't support the (IExchange)ModifyTable interface - it is needed for modification of the PR_RULES_TABLE. Also (I guess) some other stuff would need to be implemented too (SPropValue type PT_SRESTRICTION, PT_ACTIONS, used in the table).
