Bug Description

svc_monitor scheduling code assumes that nova availability_zone always returns hosts, it does not handle empty/disabled azs and crashes on that. Need to have proper handling of the bad azs.

svc_monitor scheduling does not handle empty azs

The change handles cases where either the entire nova az is diabled
or few hosts in the az are disabled or nova-commpute is not
running on any of the hosts.
