Bug Description
With contrail 2.21.x
Some routing instance are not cleaned by the schema.
Raw description of the issue:
- The routing instance exists in the api-server;
- Its virtual network doesn't exist;
- In the ifmap, the routing instance uuid is not present;
- When the schema is restarted, it cleans them.
