Docking to edge of screen, sticks to top edge

Bug Description
I went to the preferences menu to "Dock to screen edge," but when I use it, it just sticks to the top edge, regardless of which edge I select.
Trying to move it down (or around at all) doesn't do anything, even if it isn't docked.
I'm running Ubuntu 20.04.2 LTS / Wayland with GNOME 42.5 on a Microsoft Surface Go 2
