Bug Description
[ Impact ]
* The FPC fingerprint (10a5:9800) could not be used, cause it needs MOH Proprietary driver package.
OEM project needs install the FPC fingerprint (10a5:9800) packages when doing release.
[ Test Plan ]
* Need a laptop with FPC fingerprint. From the lsusb, you could check if it's 10a5:9800.

* In Settings, Enable the 'Fingerprint Login' in 'Users' page, and scan a new finger.
* Reboot or logout, then use fingerprint to login.

* On some ThinkPad configs with 10a5:9800, the fingerprint could not be used.
