nvidia package won't be upgraded in 'apt upgrade' because of removal action.

The nvidia driver won't be upgraded but kernel which makes no nvidia driver after reboot to latest kernel.

$ sudo apt upgrade --dry-run

Thus, apt resolver will try to remove "linux-modules-nvidia-515-5.15.0-53-generic" which is not allowed in `apt upgrade` as well as "GUI upgrade notification".
