Bug Description
When trying to create a controller using MicroStack as the backing cloud I hit a problem which I believe is due to a lack of egress traffic on the Juju machines. But this bug is not about that. This bug is about the fact that what resulted was a hang that would not time out (an eternal hang). See the original issue: bug #1900152.
