[octavia-dashboard] tls certificate association bug in update listener

Bug Description

Behaviour:
Create a load balancer and listener with protocol TERMINATED_HTTPS and select the certificate from Barbican in the "SSL Certificate" tab.

The LB is created and if you check the CLI you can see the certificate is correctly associated.

If you open up the listener "Update Listener" dialog under the SSL Certificates tab in the dialog the certificate will not be shown as Allocated, and if you save it will dis-associate the certificate from the listener.

Expected behaviour: The update listener dialog should correctly select the certificate so that one does not break it when updating the listener.

Thanks I was struggling to find a bug report or patch for the issue. I will see if we can test that patch during next week.
