OCS for Windows Server 2.1 fails to start apache

Bug Description
I have a Windows 2012R2 server that I loaded OCS Inventory server for Windows version 2.0.5 on and ran for 2 months until I thought version 2.1 had been fixed. I installed the March 14 version on my server and apache was then broken. Apache fails to start. I had to remove version 2.1 and then reinstall version 2.0.5 in order to keep going. I have not seen anything that says version 2.1 has fixed the apache error.
