[dash] Dash does not render "panel line"

Bug Description

After an update (around 5.0-5.2) the dash ceased to render the top edge (dash_top_edge.png). Screenshot attached below shows the issue.

@ fitoschido This Bug report is not reporting the missing divider line. It is reporting the missing "panel line" (dash_top_edge.png) when the dash is active.
