Per summary, "juju remove-relation ntp <service>" leaves packages and a running daemon present which were installed on add-relation.

This is expected behavior for most charms, as machines configured by juju charms should remain configured to use NTP until they are unbuilt. This allows for management of charm configurations and ability to remove one ntp charm and install another ntp charm without having ntp stop functioning in the middle of the process.
