Listing all flavors is hard coded for admin

Bug Description

Currently listing all flavors, including disabled and non public flavors is hard coded to only allow context.is_admin.

This should be controller by policy so operators can allow other roles to list these type of flavors too.

Reason: Seems as though we can't agree on a path forward here, I'm assuming Sam's head exploded long ago and just pulled this down for his cloud anyway.
