Docker virt driver implements spawn only with CONF.my_ip, and leave no configurable choice for a remote Docker registry service. Add a config parameter registry_

Yes I agree it make sense to allow to specify an IP.
Since glance is the backend of the openstack docker registry I might want to start it on the glance host machine.
