Bug Description
Sometimes expanding a note and then collapsing it without changing anything will cause the note to be marked as changed, and moved to the top of the list.
A note should be moved to the top of the list only if it has actually changed because of the user pasting something into it or typing text into it.

This problem is caused by a bug in the OSK or the UI Toolkit (or both), explained in bug 1243164
